In China, many intensive farming systems use fertilizer excessively. Complex and interrelated factors prevent developing a comprehensive policy to mitigate diffuse water pollution for agriculture (DWPA). This review confirms that a single regulatory or policy measure cannot solve DWPA problems. The review identifies seven components to develop a DWPA mitigation framework.
